Leadership Team

Robert Garcia, PE – President

Robert is a seasoned oil and gas executive with more than 45 years of experience delivering safe, reliable results on complex upstream and facilities projects. He began his career at Exxon and advanced through senior leadership roles at EDM Services/Pacific Resource Engineering, Stocker Resources/PXP, Nuevo Energy, BSI, and DCOR, bringing a deeply practical, operator-driven perspective.

Over the last 20 years with DCOR, he has held multiple executive roles including VP of Engineering and VP of Operations. His expertise spans operations management, facilities and process engineering, and structural and pipeline systems. Robert has led projects across major U.S. producing regions, including Texas, Oklahoma, Illinois, Alaska’s North Slope, and California’s offshore and onshore assets.

He holds double Professional Engineering licenses in California in Mechanical and Civil Engineering. As President of Blue Meridian Solutions, he leads strategy, operations, and technical delivery, ensuring clients receive disciplined execution on high-consequence, technically demanding projects.

Hans Larsen, PE - Principal Engineering Manager

Hans has expertise as an engineering professional working in the oil and gas, heavy industrial, and marine structural fields with expertise in bridge design, pile systems, retaining walls, and seismic retrofit.

With 20 years’ experience, Hans has both structural and computer analysis proficiency and is skilled at working with clients from the proposal phase through construction. As Principal Engineering Manager, Hans has executive managerial responsibility for the company in addition to hands on engineering and management.
